After completing mount installation and assembly of an LCD screen, the screen is not upright. How can I stand the screen upright?

In the assembly instructions, there is an instruction: Max 9, Min 2 with a circular arrow and exclamation mark. What does this mean?

Does the product packaging include all accessories required for installation?

The LCD mount screen tilting mechanism (Models 31- 35) is loose and the screen does not remain fixed in the desired position.
